Background
The National Biosafety Authority (NBA) is a Government statutory institution established under the Ministry of Higher Education (MoHE) by the Biosafety Act No. 10 of 2007. The Convention on Biological Diversity (CBD) negotiated under the United Nations Environmental Programme’s (UNEP) auspices, was adopted in 1992, and entered into force in 1993. Zambia became party to the CBD in 2004. In 2007 the nation put in place the Biosafety Act.

NBA’s Mandate
The mandate of the National Biosafety Authority (NBA) is to regulate the import, export, development, research, contained use and release or placing on the market of any genetically modified organism, whether the activity involves intentional or unintentional release of GMOs into the environment, as a pharmaceutical product, food, feed, processing, or product of a genetically modified organism.
